Inside CMP: Ongoing Improvements to Spa Industry Standards with APSP-14

How Proposed Changes to Key APSP Recommendations Impact the Industry: Featuring CMP Senior Engineer Angelo Pugliese

Compared to many industries, the spa industry could still be considered relatively young. As the industry grows and matures, internal and external forces are leading to important changes to standards and regulation. Two key areas receiving attention in recent years are spa safety requirements and energy standards.  Federal and State requirements in both areas have required the industry to make significant adjustments, while contributing to the national conversation to create standards that are consistent for manufacturers and easier for consumers to understand.

Angelo Pugliese is the current Chairman of APSP-14 Energy Standards Committee. Committee chairpersons are appointed by APSP staff for a term of three years. They may be reappointed for a term of one year following the initial 3-year term. Angelo is also a member of the APSP-16 Committee, UL 1563 Spa Safety Code Committee and the APSP Technical Committee. He is also the recipient of the prestigious APSP 2008 Eagle Award for his work in presenting the association’s hot tub position on the Title 20 energy efficiency standards in California. Angelo contributed to and edited our summary of the standards below.

What are APSP Standards Committees?

APSP Councils represent the various segments of the pool, spa and hot tub industry. They identify and serve member needs within their industry segments, and provide leadership opportunities as well as a forum for networking and exchanging ideas. APSP Standards Writing and Industry Committees (SWC) are formed from members of each segment. They develop and manage many critical programs and initiatives that advance the organization’s mission and success. Each APSP/ANSI Standard for pools, spas and hot tubs is initially drafted by a writing committee prior to undergoing the ANSI consensus review process.

About APSP-14

The APSP-14 Committee is responsible for the Standard for Portable Electric Spa Energy Efficiency prior to undergoing the ANSI consensus review process. This standard covers the test procedures and methodology for determining the energy efficiency of self-contained portable electric spas and hot tubs. Individuals taking the lead in writing the standard included Michael McCague, Watkins Manufacturing; Angelo Pugliese, Sr., CMP; and Nathan Coelho, Master Spas, Inc. along with 19 other portable spa manufacturers and related interested parties.

Understanding the Proposed Changes to APSP-14

The updates to APSP-14 are centered around creating verifiable, consistent standards that meet California Energy Commission (CEC) Title 20 requirements, while finding a standard that can be adopted and standardized at a state and federal level. Current official standards vary by state, leading to inconsistency and confusion. The APSP-14 Committee is working with the CEC and adding to the ANSI/APSP suite of energy efficiency standards for hot tubs and pools demonstrate that the industry is committed to safe, efficient products
The most visible upfront update to APSP-14 will be a new Consumer Label. Similar in many ways to labels used by the automotive industry, these would give consumers a consistent way to compare energy efficiency.

  • New consumer labels would be consistent across the portable spa industry
  • Labels make spas easily comparable with standardization across spa manufacturers
  • Reduces consumer confusion and disappointment from long term energy costs
  • Consumer labels have great support from the industry

From APSP Press Release 3/31/15: States that adopt this standard will require a comprehensive energy label on each hot tub, enabling consumers to evaluate their choices when making a purchase. This new labeling will display the energy consumption compared to all other hot tubs.
Other proposed improvements to APSP-14 include:

  • “Tightening up” of the energy formula in response to California requested changes. Current proposed energy reductions are 6-8%.
  • New energy testing standard that doesn’t overly advantage larger hot tubs.
  • Tests must be completed by in a certified lab by a third party, or self-testing labs must be validated by a third party.
  • Tests must be completed for every portable spa model, also now including swim spas
